Author forgot the most obvious explanation. Billions of years have past since the Big Bang, that it will require civilizations to survive millions of years for them to overlap each other, which is necessary in order for them to meet in the first place. Civilizations simply don't exist that long. Astronomer Stephen Hawking said that there is a considerable chance humanity will not survive this century.
