I know it sounds draconic as well as naive, but perhaps Nato troops should have engaged in one last sweep across the country years ago, and offered women and girls the choice to leave their villages and emigrate to have a life and education in a civilized country. It would have served the extra purpose of severely curbing reproductivity of the Afghan male.
