Phoenix is not SF, NYC, London or Amsterdam. The more complex and mixed the local traffic, the narrower and/or more varied the roads, the less likely full autonomy will be. Not without having some sort of grid and V2V control. Which makes them work in countries like Japan and China. And Waymo knows it. What will be a HUGE issue: how popular will AVs be in the U.S. where people are likely to become upset about the subject of being controlled and followed by an agency that’s supposed to manage traffic??!!
