Western diplomacy has failed. However, Nazi Germany is a clear example that your cannot appease a dictator without giving in to more aggession. There's no excuse for bombing Ukraine cities and infrastructure. America, Nato and the Uktraine have shown restraint that they did not do the same to Russia, although I reckon that this is exactly what Putin wants to escalate the conflict and mobilize more Russians.
